SAN JOSE (AP) - (Part two of a two part series. Be sure to check Part One, analysing the league's top hitting talent.)

As a General Manger and long time owner, I would like to think I have a decent grasp on pitchers. Everyone has a different method of evaluating young arms. I've seen guys who just draft guys with the best arm strength (AS) available. Some guys are control freaks (CO) and take the youngest guy with best CO. Others think pitches are all that matter, but if they have 4 of them, they are redlisted.

That being said, my loose evaluation when drafting is based on 1) age, 2) control, 3) arm strength, and 4) pitch quality. I'll use the same 27 years or younger as I did with hitters in my last article. I'll count 1 point for players with a 70 AS, 70 CO, 1 pitch 70+ and another 60+ with a decent third 50+, or 2 nice 70+ only. Honorable mentions go to just missing the pitch requirements (3 60s or something), or just shy on control, etc. I'll also rate the LOW minors separately, since that is a much different story, but still applicable, using a scale of 1-10 (10 being highest). Low evaluation is on number of pitchers present and overall quality of them. Teams are ranked in order.

Jamaica Rastafarians - 5 + .5 x 2* (Al Reynolds and Bobby Perme*) *LOW Minors LOW: 5 - 3 pitchers, all great quality. Good AS, nice pitches, only low CO is of concern.

Bora Bora Surfriders - 3 + 1* + .5 x 4* (Earl Swindells, Alan Moran, Fred Blanch*, and Fred Forsch*) *LOW Minors [Although, why Crosby and Hubble are in AAA and not starting is a mystery.] LOW: 9 - 4 pitchers, all of whom should be great. Larry Brower could easily start. Only lack of depth keeps it from a 10.

Tehran Knights - 4 + .5 x 2 (Bill Butler and Craig Hatfield) [Although the CO just missed, the quality of pitches more than compensated.] LOW: 8.5 - 5 pitchers, all with moderate AS and low CO for their age, but all have great pitches. Stanley Rico is the standout.

Havana Cigars - 4 + .5 (Geronimo Schnieder) LOW: 7 - 4 pitchers, all with 3 pitches, 2 of which are in the 60s. Carbon copies at different ages with moderate AS and CO. Willis Teufel should be solid.

Edmonton Orcas - 3 + .5 x 5 (Bill Goltz, Jay Lozado, Kevin Stearns, Gus Beattie, and Rube Hall) LOW: 7.5 - 4 pitchers, 3 from this years draft pool. All have great CO for their age, better than average AS, but need better pitches. Mike Jones should be huge.

Los Angeles Riots - 3 + .5 x 3 (Jim McPhearson, John Flavin, and Garland Samuels) LOW: 8 - 4 pitchers, 3 of which are on track for superstar status: Greg Ellis, Jeff Jose, and Sam Thorpe.

Bombay Elephants - 3 + .5 x 3 (Bobby George, Cobe Stone, and Danny Irwin) LOW: 3 - 4 pitchers, all 22 years old, 3 of them only 2 pitch pitchers. Only Bill Blain is worth mentioning.

Cairo Scorpions - 1* + .5 x 7 (Pop Hernandez, Rob Schaeffer, Jamie Swanson, Heinie Clinton, Jim Melike, George Fischer, and Patrick Nealy) *LOW Minors LOW: 4.5 - 3 pitchers, with Jack Van Slyke developing nicely and Ruben Treadway waiting for his call up to the show.

New York Nukes - 3 + .5 x 2* (Tommy Carmel* and Mike Baskett*) *LOW Minors LOW: 8 - 5 pitchers, good to great AS on all of them. CO questionable on those not listed above. Watch John Villegas. He's should be a great lefty.

Chernobyl Mutants - 1 + 1* + .5 x 4 (Roy Koshorek, Jim Ryan, Al Mooty, and Pepper Mesa). *LOW Minors LOW: 3.5 - 6 pitchers, 4 of whom are southpaws. Not very young though, with a 28 and 26 year old taking up room. Gene Gentry is ready to pitch now, while Red Dorgan needs a little more seasoning and control. The rest have chances to set career minor league stats.

Tokyo Tsunamis - 2 + .5 (George Jackson) LOW: 4 -3 pitchers, 1 stud. Dick Wirts will be tremendous. The others are lefties with 2 nice pitches but no control.

Vancouver Mounties - 1 + 1* + .5 (Milt Flynn) *LOW Minors LOW: 6 -3 pitchers, all have solid AS great pitches. Lefty Niel Hunter is ready to go at 26 years old. The righties need CO but have the time to do it.

Amity White Sharks - 1 + .5 x 2 (Gene Brooks and Albert Flynn) LOW: 8.5 - 6 pitchers, all with great AS and nice CO for their age, and 2 potential standouts in Arturo Diego and Mike Renteria.

Argentina Archers - 1 + .5 x 2 (Eddie Dowell and Adonis Botting) LOW: 7 - 5 pitchers, all with quality pitches, solid AS. Subpar CO across the boards however. Chirs Campbell and Santiago Bowling are worth a look.

Sicily Godfathers - .5 x 4 (Joe Riley, Jack Whitehurst, Pete Horner, and Bob Martin) [All 27 year olds] LOW: 4 - 3 pitchers, all 25 years or older, all with solid CO for their age, but all with either good pitches and poor AS and EN or vice versa.

Rio de Janerio Capybaras - 1 + .5 (Chris Skalski) LOW: 0 - 0 pitchers. Nil.

Moscow Cosmonauts - .5 x 3 (George N. Bonilla, John Bathe, and Tom Maher) LOW: 6 - 6 pitchers, something wrong with each of them. Either great AS and CO and no pitches, or vice versa. Bob Walker is the most balanced and probably will produce.

Honolulu Volcanoes - .5 x 3 (George Dalton, Kim Gordon, and Jim Moulder) LOW: 2 - 4 pitchers, 3 of which only have 2 pitches, which are great, but no AS for any of them. 27 year old Jerry Robinson is the best, which isn't saying much.

Stockholm Swedes - .5 x 2 (Johnny Koch and Horace Sherbarth) LOW: 10 - 8 pitchers, all young, all with good control for age, all with 70+ AS, all but 2 have 2 of 3 60+ pitches. Remember this name: John Murphy.

Johannesburg Steelmen - .5 x 2 (Joe Duff, Jerry Slappy) LOW: 5.5 - 3 pitchers, all righties. Chris Schlei is about ready, the others need control and better pitches to go with their great AS.

Hong Kong Dragons - 0 LOW: 5 - 4 pitchers, 2 19 year olds. Bob Percy needs glasses before he starts in the big leagues with his poor CO and although Jessie Sampson should be good, he couldn't keep Cairo's 40 year old catcher Shobara Masuda from stealing second.

Long Beach Lobsters - 0 [Youngest pitcher on the team is 32 years old.] LOW: 0 -0 pitchers. None.
